The bus is ready, the driver is in place, the route is planned – it seems like you can hit the road. However, without the proper permits, this would be illegal. A passenger transportation license makes a transport company an official market participant and guarantees passenger safety. Below, we explain who needs this document and how to apply for it for domestic and international routes.
Who Must Obtain a Passenger Transportation License
A license is mandatory for anyone providing commercial transport – private entrepreneurs, companies, or enterprises with owned or leased vehicles. It applies to regular, charter, and corporate routes, as well as trips made for business purposes. If the passengers are employees or clients, official authorization is required.
A passenger transportation license confirms that the company has a serviceable vehicle fleet, drivers with the required categories and medical checks, and regularly conducts technical inspections.
Before carrying out passenger transportation, it’s important to make sure all documents are in order. Our company holds all the necessary licenses and permits, allowing us to operate officially and safely across Ukraine and abroad.

What Documents Are Required to Obtain a Passenger Transportation License
To register as a licensed carrier, you must prove readiness for safe operation. The standard document package includes:
- an application to Ukrtransbezpeka;
- information about the material and technical base or a contract with a motor transport company (medical checks, parking, maintenance);
- data on vehicles – owned or leased, with confirmation of technical condition;
- information about staff and insurance documents;
- copies of registration documents of the sole proprietor or legal entity.
Documents can be submitted in person, by mail, or online. The electronic format significantly speeds up the process.
How to Obtain a License for International Passenger Transportation
A license for international passenger transportation is required for all carriers transporting people outside Ukraine. It confirms that the company has experience, technically sound vehicles, and complies with international safety standards.
Before you learn how to obtain a license for international transportation, keep in mind the main requirement – at least three years of experience in domestic passenger transportation. Authorities also check the presence of tachographs, insurance policies, and a specialist responsible for routes.
The document package is similar to that required for domestic transportation. The standard set additionally includes:
- a copy of a valid domestic license or a certificate of experience;
- a certificate of vehicle compliance with international standards;
- a certificate of admission for the bus to operate in international traffic;
- a tachograph certificate;
- documents confirming that drivers have completed international safety courses.
After obtaining the permit, the carrier is entered into the “Shliakh” system. If you need to update your international passenger transportation license (due to vehicle or regulatory changes), a revised set of documents must be submitted to Ukrtransbezpeka.
Validity Period and Cost of a Passenger Transportation License
Today, a passenger transportation license is issued indefinitely. It remains valid as long as the company complies with safety regulations and updates data when changing its fleet or address.
The review process usually takes 3–5 business days. The cost depends on the number of vehicles and the type of routes. It includes the state fee and document preparation.
